Drafting Group Formed in Shenzhen for China's National Standard on Classification of Packaging and Printing Materials

Published:2026-10-03 · Industry News

Industry standards can have a direct bearing on how well an industry performs economically. China's packaging and printing sector has scaled up rapidly in recent years, yet the country has so far had limited influence over relevant standards. That is why China is pushing forward standards development across different sectors. Against this backdrop, the drafting group for the national standard 'Classification of Packaging and Printing Materials' has now been officially formed.

Shenzhen Polytechnic served as the venue for the launch of this standards project. On December 18, 2013, SAC/TC170/SC3—the Packaging Sub-Technical Committee of the National Printing Standardization Technical Committee—convened there and announced the formal formation of the drafting group for the national standard 'Classification of Packaging and Printing Materials'.

At the meeting, participants examined how to develop a classification standard for packaging and printing materials, exchanging views on its title, framework and content, and identifying the drafting group members and lead writer. The standard was named 'Classification of Packaging and Printing Materials'. The meeting established four main material groups: substrates, printing inks, finishing materials and auxiliary materials. It also discussed and preliminarily set first-, second- and third-level categories. The drafting group is scheduled to finish the first draft by the end of February 2014 and to hold its first working meeting in mid-March 2014.

Statistics show that China's packaging and printing industry currently contributes one-third of the total output value of the national printing industry and continues to grow. Overall, China's packaging and printing market is enormous, covering a wide range of products and materials whose boundaries are not clearly defined. At present, China has no relevant standard for classifying packaging and printing products and materials. Developing this standard will provide an important reference for standardizing the classification of packaging and printing products and printing materials, and for suppliers, users, the packaging and printing production sector, and related teaching and research institutions in their research and production activities.
