China’s 12th Five-Year Printing Plan Approach: Moving from Scale to Strength with Green and Digital Priorities
According to ppzhan, the General Administration of Press and Publication is organizing the formulation of the 12th Five-Year Development Plan for the printing industry.
The plan’s overall goals are: by the end of the 12th Five-Year Plan period, to make major progress in the transformation from a large printing country to a strong printing country, and to strive to realize the strong-country goal ahead of schedule within the press and publication industry. During the period, the growth rate of China’s total printing output value should basically keep pace with national economic development. National printing demonstration bases should be established and improved, and a number of competitive printing enterprises should be cultivated. Green printing should be vigorously advanced with primary and secondary school textbooks, government procurement products, and food and drug packaging as key areas. Digital technology should be promoted throughout the industry with digital printing, digital workflows, CTP, and digital management systems as priorities. The plan highlights the following eight areas of work:
- Drive a shift in development mode, adjust the industrial structure, and cultivate and strengthen competitive strength. The entire printing industry should be guided to accelerate the transformation of its development mode; industrial layout should be further adjusted, resource allocation optimized, and “national printing demonstration bases” built and improved.
- Build an environmental protection system, promote green development, and guide the industry’s green transition. Working with the Ministry of Environmental Protection, green and environmental printing standards should be formulated and improved, a whole-process green printing standards system should be established from raw material procurement through printing production to post-use recovery, and a more complete system for green environmental printing management and standards should gradually take shape.
- Rely on scientific and technological progress, advance technological innovation, and guide industrial transformation. With stronger independent innovation capability at the core, the supporting role of the printing equipment and materials industries should be fully brought into play. The “major project for digital printing and printing digitalization” should be well organized, producing a number of printing enterprises with independent intellectual property rights.
- Regulate market order and improve and upgrade management services. The Regulations on the Administration of the Printing Industry and related rules should be revised and improved, with added content on annual verification, enterprise entry thresholds, exit mechanisms, quality supervision and management, and supervision of digital printing business activities.
- Expand emerging markets and increase exchanges and cooperation. Printing enterprises should be guided and cultivated to create new profit models and expand real demand in the printing market. Export markets should be stabilized and expanded, while emerging markets are vigorously opened up.
- Improve the quality system and promote product upgrading. Printing quality standards should be formulated and improved, gradually forming a relatively complete printing quality standards system. The development of printing product quality supervision and testing institutions at all levels should be strengthened, and the expert team completed.
- Strengthen talent training and raise the quality of the industry. Talent training efforts should be increased, with vigorous implementation of the quality project, talent project, and highly skilled talent project, strengthening systematic professional training for leading, managerial, business, and professional technical talent.
- Strengthen coordination and guidance and give play to the role of associations. Coordination and guidance for printing-related associations, research institutions, and other industry organizations should be strengthened. Associations should be supported in performing their duties of industry coordination, supervision, service, and rights protection in accordance with laws, regulations, and their own charters, and should fully play their roles in industrial development, industry self-discipline, standard formulation, qualification certification, training and competitions, and the building of an industry credit system. Printing research institutions should also fully play their roles in technological progress, market research, and industry guidance.
