China Printing & Packaging Update: Green Certification and E-Invoicing Lead 2013 Business Forms Printing Branch Agenda in Dalian

On June 6–7, the 13th Annual Conference of the Business Forms Printing Branch of the Printing Technology Association of China, together with the Business Forms Green Printing Standard Promotion Conference, was held in Dalian, Liaoning. Nearly 500 practitioners from more than 200 companies nationwide joined leaders from various sectors to discuss the current situation and prospects of the forms printing industry. According to the branch, one key task this year is to promote green certification among forms printing enterprises.

The annual meeting put two core topics in the spotlight: the rollout of online (electronic) invoices and green printing.

Leaders from the State Administration of Press, Publication, Radio, Film and Television, the Printing Technology Association of China, the State Administration of Taxation, and other organizations attended and delivered speeches. Nearly 500 practitioners from over 200 companies across the country took part.

A representative from the State Administration of Taxation presented updates on the online (electronic) invoice initiative, the online invoice project under the third-phase Golden Tax Project, and nationwide pilot programs for online (electronic) invoices.

Wang Yanbin, an official from the relevant department of the State Administration of Press, Publication, Radio, Film and Television, said that commercial forms printing enterprises are the main body implementing green printing, and that carrying out green printing standards is central to making green printing a reality. In implementation, he said, the aim should be to 'let standards become habits, and let habits conform to standards.'

A representative from the Certification Center of the Ministry of Environmental Protection explained China's environmental labeling program and the green printing environmental standards for commercial forms, and provided detailed information on environmental label product certification rules and the environmental label product guarantee system.

A representative of the Business Forms Printing Branch said the branch will organize industry discussions on the impact of online (electronic) invoice promotion on tax invoice printing and on how companies should respond. Another priority for the branch this year is to advance green certification for forms printing enterprises.

At the meeting, Wu Hongwei, general manager of Guangdong Tianzhang Information Paper Co., Ltd.; Liu Yu, general manager of Chongqing Yuanjian Information Technology Co., Ltd.; and Huang Yisheng, chairman of the Chinese Printing Science and Technology Society, agreed that forms printing companies whose main business is tax invoices should begin transformation. They discussed and spoke on the environment facing enterprises and the direction of future transformation.
