China Printing Job Acceptance: Five Systems and Compliance Essentials

Article 1 These Provisions are issued under the Regulations on the Administration of the Printing Industry to standardize printing business practices, strengthen print job acceptance management, and support orderly growth of the printing sector.

Article 2 Printing operators engaged in printing activities must establish and continuously improve management systems for job verification, job registration, safekeeping of printed products, delivery of printed products, and destruction of defective products from printing operations.

Article 3 When applying the verification, registration, safekeeping, delivery, and defective-product destruction systems, printing operators must assign dedicated personnel, enforce strict review, and maintain files and records for inspection.

Article 4 The legal representative or principal responsible person of a printing operator is accountable for organizing and implementing all such management systems within the enterprise or unit.

Article 5 Publication administration departments of local people's governments at or above the county level and public security departments shall guide printing operators in their jurisdictions to set up these systems and supervise how they are implemented.

Article 6 If printing operators discover suspected illegal or criminal conduct during business activities, they must promptly report it to the local public security department and publication administration department.

Print Job Verification System

Article 7 Before accepting commissions for printed materials, printing operators must verify the certification documents of the commissioning unit and commissioning person under the Regulations on the Administration of the Printing Industry and other applicable rules, and keep copies on file for inspection.

Such documents include a printing commission letter or commissioned printing certificate, printing permit, Publication License, Trademark Registration Certificate, registered trademark design, registered trademark licensing contract, advertising business qualification certificate, business license, and proof of the commissioning person's qualifications, among others.

Article 8 A printing enterprise commissioned to print books or periodicals must verify and retain the original Letter of Commission for Printing Books and Periodicals. This document follows the uniform format of the State Council publication administration department, is uniformly printed by the provincial-level publication administration department, and bears the publishing unit's official seal.

The letter must also carry the special filing seals of the publication administration departments of the province, autonomous region, or municipality directly under the Central Government where the publishing unit is located and where the printing enterprise is located.

Article 9 A printing enterprise commissioned to print newspapers must verify the Newspaper Publication License, which is uniformly produced by the State Council publication administration department and issued by the provincial-level publication administration department, and keep a copy on file.

For additional pages or supplements of newspapers or periodicals, the printing enterprise must also verify and retain the State Council publication administration department's approval document for publishing those additional pages or supplements.

Article 10 If a publishing unit commissions different printing enterprises for typesetting, plate-making, printing (including reprinting and additional printing), and binding, it must issue a separate Letter of Commission for Printing Books and Periodicals to each enterprise accepting the work.

Article 11 A printing enterprise commissioned to print internal-reference publications must verify and retain the Internal-Reference Publication Printing Permit, uniformly printed by the provincial-level publication administration department and issued by a publication administration department at or above the county level.

For internal-reference publications with religious content, the enterprise must also verify and retain the approval document from the provincial-level religious affairs administration department and the Internal-Reference Publication Printing Permit issued by the publication administration department.

Article 12 A printing enterprise commissioned to print overseas publications must verify and retain the approval document from the provincial-level publication administration department and lawful copyright documentation. All printed overseas publications must be shipped out of the country and may not be distributed or handed out within China.
