China Printing Group Reshuffles Top Team: Luo Jun Named General Manager, Zhao Ping Party Secretary
On the morning of November 14, 2012, China Printing Group Corporation convened a cadre meeting, at which SASAC set out its decisions on a reshuffle of the group's senior leadership. Those in attendance included Meng Fanliang, deputy director of the Second Bureau of Enterprise Leadership Personnel Management at SASAC; Mo Dewang, deputy general manager and deputy secretary of the Party Committee of China Guoxin Holdings Co., Ltd.; Xue Lijun, division director, and Shang Fei, deputy division director, of the Fourth Division under SASAC's Second Bureau of Enterprise Cadre Management; and Kong Fanxin, director of the Organization Department of the Party Committee and director of Human Resources at Guoxin. The gathering brought together the full leadership team of the group, headquarters cadres at deputy division level and above, and the principal Party and administrative leaders of its second-tier subsidiaries. Comrade Chen Xiangdong chaired the meeting.
Deputy Director Meng Fanliang opened the session by reading out the appointment and removal documents issued by SASAC and the SASAC Party Committee. Under these decisions, Luo Jun becomes general manager of China Printing Group Corporation, with Chen Xiangdong relinquishing that post; Gao Fucheng leaves the deputy general manager position and retires; Zhao Ping is named secretary of the group's Party Committee, a role previously held by Chen Xiangdong; and Wang Guoxin is appointed secretary of the Discipline Inspection Commission, with consent to be nominated as a candidate for labor union chairman. Luo Jun gives up the Discipline Inspection Commission post and no longer serves as labor union chairman.
In the keynote speech that followed, Deputy Director Meng gave full recognition to the contributions Chen Xiangdong and Gao Fucheng had made to the reform, development and stability of China Printing Group, spoke highly of the work done and results achieved in the group's reform and development, and set out expectations for the new leadership team and its cadres. He stressed the need to study and act on the spirit of the 18th National Congress of the Communist Party of China, to further advance the scientific development of the enterprise, and to embed the Scientific Outlook on Development throughout every stage of the printing group's reform, development and transformation.
He also called for pursuing the goal of a “four-good” leadership team — steadily strengthening and improving the building of that team, fostering genuine unity and collaboration, rigorously applying the principle of democratic centralism, tightening work style and integrity practices, and stepping up the cultivation of reserve cadres so as to provide strong organizational backing for the group's sustainable development. In addition, he said, Party building must be handled with the broader reform and development agenda in mind: the group should carry on its fine traditions, refine the institutions and mechanisms through which Party organizations play their political core role, and keep that work closely tied to the realities of the business.
Mo Dewang, deputy general manager and deputy secretary of the Party Committee of Guoxin, then took the floor. He said the company firmly upholds and endorses SASAC's decisions and looks forward to the new team at China Printing Group breaking new ground and leading the enterprise to fresh success. Mo gave full credit to the reform and development progress the group had achieved in recent years under the team headed by general manager Chen Xiangdong, and offered four hopes for the incoming leadership and its cadres. The first: cadres at every level should earnestly put into practice the spirit of the 18th National Congress of the CPC and the message of Deputy Director Meng Fanliang's speech.
The second: the new team should protect its unity as carefully as one protects one's own eyes, and should carry forward and broaden the group's fine tradition of working together. The third: the group should seize four opportunities — the surge in cultural industry development and prosperity expected after the 18th National Congress, the shifts and adjustments reshaping printing and publishing formats, the strong attention and support coming from SASAC, and the opening created by a leadership transition that bridges the past and the future. The fourth: the group should press ahead with deepening reform, transformation and upgrading.
Comrade Chen Xiangdong then delivered a heartfelt farewell speech. He briefly looked back on his time at China Printing Group, expressed sincere thanks to its cadres and employees for their tolerance and understanding, support and cooperation over the years, and voiced confidence that, under the new team and with everyone's shared efforts, the group would certainly reach new heights.
The group's incoming general manager, Luo Jun, and incoming Party Committee secretary, Zhao Ping, each made a statement, thanking the organization for the trust placed in them and cadres and staff at all levels for their confidence. Luo pledged, first, to carry out his duties scrupulously and lead by example, maintaining a hands-on and pragmatic working style and proving himself a capable leader through concrete action; second, to keep learning and embrace innovation — further freeing his thinking, persistently absorbing new knowledge, and driving the group's work forward with a reforming, innovative spirit that never stalls and is never complacent; and third, to stay truth-seeking and keep pushing ahead, uniting and leading the new team members and the wider workforce in striving to turn the group into an advanced-management cultural industry group at the earliest possible date.
Comrade Zhao Ping said he would firmly abide by the organization's decision and conscientiously fulfill the duties of his post; he would deepen his own learning and adapt to new circumstances. Under the leadership of the higher-level Party committee, and with production, operation and management as the central task, he said he would rely closely on grassroots Party organizations to handle ideological and political work, organizational development and the stability of the workforce. He pledged to organize thorough study of the 18th National Congress documents and to translate the spirit of the Congress and of the leaders' speeches into the group's production and operation. He also promised to actively assist General Manager Luo and, alongside cadres and staff throughout the group, confront new situations and tasks, work to fully meet the annual business targets, and contribute to the goal of building a culturally strong nation set out at the 18th National Congress.
After the meeting, those present gave a warm round of applause to Comrade Gao Fucheng, who is stepping down as deputy general manager of China Printing Group and will soon retire, as a gesture of sincere thanks and good wishes.
The meeting called on the cadres and employees of China Printing Group to keep up their spirit of unity, perseverance and hard work under the new leadership — pressing on with diligence, seeking truth and innovating, holding firm in their confidence and redoubling their efforts to deliver new and greater results.
