China Packaging Federation’s Ninth Executive Council Holds Fourth Session in Shanghai, Approves Six Proposals

On July 13, 2021, the China Packaging Federation held the fourth meeting of its Ninth Executive Council in Shanghai. Attendees included CPF President Li Hua, Executive Vice President and Secretary-General Wang Yuezhong, and 37 representatives who serve as vice presidents and executive council members. More than 10 representatives, among them heads of selected CPF branches and local organizations, were invited to attend as observers. Wang Yuezhong chaired the session. The council reviewed and approved six proposals, including the work report delivered by Vice President Han Xueshan for the fourth executive council meeting, discussed the Outline for the 14th Five-Year Development Plan for China's Packaging Industry, and received an update on preparations for the CPF annual meeting.

1. Approval of the work report by Han Xueshan, Vice President and Executive Secretary-General of CPF

Han’s report reviewed progress in the first half of 2021 and set out the work plan for the second half.

2021 marks both the 100th anniversary of the founding of the Communist Party of China and the opening year of the 14th Five-Year Plan. CPF continued to study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, carried out in-depth Party history learning and education, and took Party building as a guide. It studied industry development plans, supported the steady growth of green packaging, deepened internal mechanism reform, strengthened industry coordination and business services, and expanded business channels, keeping all work on an orderly track. With a focus on green packaging, CPF played its industry-leading role by advancing the preparation of the 14th Five-Year Plan for the packaging industry, research on green packaging development, the green packaging standards system, and standards revision and formulation.

CPF’s leadership decided to step up reform, shift thinking, and improve service capacity and management. This year, it reformed employment mechanisms to energize staff and foster an entrepreneurial atmosphere; explored new management and operating models for branches; and built an online office platform to raise office efficiency and strengthen industry services.

CPF also organized a range of industry activities this year: branches held forums and training exchanges, the Federation worked to prepare the 2021 China Packaging Window Exhibition, connected with government service enterprises, and delivered diverse industry services.

In response to the central call to study Party history, CPF carried out Party history education and reinforced the leading role of Party building.

In the second half of the year, CPF will continue to gather opinions and suggestions through research visits, symposiums, and other channels, aiming to complete the 14th Five-Year Plan with high quality; prepare fully for the Third Council Meeting of the Ninth Session; advance the green transformation of the packaging industry on multiple fronts; carry out business tasks in an orderly manner; and further deepen internal reform.

1. Approval of the revised Measures for the Management of Branches of the China Packaging Federation

To strengthen management of CPF branches, enhance their role, and promote sound development, CPF revised the Measures for the Management of Branches of the China Packaging Federation. The revision followed the State Council’s Regulations on the Registration and Management of Social Organizations, the Notice of the Ministry of Civil Affairs, the Ministry of Finance, and the People’s Bank of China on Strengthening Financial Management of Branches (Representative Offices) of Social Organizations, and the Articles of Association of the China Packaging Federation. The Fourth Executive Council Meeting of the Ninth Session reviewed and unanimously approved the revised measures.

1. Approval of the revised Measures for the Financial Management of Branches of the China Packaging Federation

To standardize unified financial management across CPF branches, and in line with the spirit of the Notice of the Ministry of Civil Affairs, the Ministry of Finance, and the People’s Bank of China on Strengthening Financial Management of Branches (Representative Offices) of Social Organizations, the Accounting System for Private Non-Profit Organizations, and the practical needs of its branches, CPF issued a new revision of the Measures for the Financial Management of Branches of the China Packaging Federation. The Fourth Executive Council Meeting of the Ninth Session reviewed and unanimously approved the revised measures.

1. Approval of the Measures for Performance Assessment of the Heads of Branches of the China Packaging Federation

To give full play to CPF branches, establish an effective incentive and restraint mechanism, boost the Federation’s overall high-quality development momentum, and better serve members, the industry, and government, CPF formulated the Measures for Performance Assessment of the Heads of Branches of the China Packaging Federation under its branch management measures. The Fourth Executive Council Meeting of the Ninth Session reviewed and unanimously approved the proposal.

1. Approval of the Measures for the Management of Certificates (Recommendation Letters) Issued by the China Packaging Federation (Draft for Comments)

To further standardize how CPF issues certificates and to better provide certificate and recommendation letter services for enterprises applying for projects from governments and government departments and for brand cultivation work, the Federation drafted the Measures for the Management of Certificates (Recommendation Letters) Issued by the China Packaging Federation (Draft for Comments) based on actual work needs. The Fourth Executive Council Meeting of the Ninth Session reviewed and unanimously approved the proposal.

1. Approval of the proposal on the change of term of the Design Committee of the China Packaging Federation

Under the Articles of Association of the China Packaging Federation, and after study by the Presidential Office Meeting, the secretariat office of the CPF Design Committee is being relocated. The secretariat is now located at the China Export Commodities Packaging Research Institute, 3rd Floor, Building 2, Courtyard 42, Baijiazhuang Dongli, Chaoyang District, Beijing. The Fourth Executive Council Meeting of the Ninth Session reviewed and unanimously approved the proposal on the Design Committee’s change of term.

During the meeting, CPF leaders presented preparations for the Third Council Meeting of the Ninth Session. At the end, attending representatives discussed the Outline for the 14th Five-Year Development Plan for China's Packaging Industry.

In accordance with the Articles of Association of the China Packaging Federation, the voting results of this executive council meeting are valid, and the meeting completed all agenda items successfully.
