China Opens 2011 Packaging R&D Funding Applications: Green, Recycling and Advanced Equipment Projects Prioritized

China’s Ministry of Finance has issued the Notice on the Application for 2011 High-Tech R&D Funding Projects in the Packaging Industry (Caiqi [2011] No. 29). The policy aims to help the packaging sector shift its development model, cut material use and pollution, and advance the circular economy and green packaging. The China Packaging Federation has posted the full notice on its website.

Applications are now being accepted for the 2011 packaging high-tech R&D fund. Under the notice, fund application reports should go to the Enterprise Department of the Ministry of Finance, while project application materials should go to the Technical Department of the China Packaging Federation. The submission deadline for both is April 20.

For 2011, the R&D fund will focus on projects that meet national industrial policy and support energy saving, emission reduction, recycling, material saving and wood substitution, and advanced technology. Four categories are specified: new green packaging materials and products featuring low energy consumption, low pollution and low emissions; new packaging technologies, materials and applications for material-saving and wood substitution in electromechanical product packaging; recycling of packaging materials and products plus comprehensive utilization of packaging waste; and high-efficiency, multi-functional, intelligent and high-precision packaging machinery and equipment.

The notice also sets out application conditions and requirements. Applicant enterprises must meet the conditions in Articles 7 and 8 of Caiqi [2008] No. 154. In general, the completion period for an applied project should not exceed two years.

Projects that have already received R&D fund support generally may not apply in consecutive years. Projects that applied in previous years but did not receive support should not reapply unless there are major technological breakthroughs or innovations.
