Bvdm Reports Severe Post-Pandemic Graphic Paper Shortage Hitting Germany’s Printing Industry

Published:2026-10-03 · Industry News

Foreign media reports indicate that the German Printing and Media Industries Federation (Bvdm) has documented a serious shortage of graphic paper in Germany. Its member companies either cannot obtain paper from suppliers at all or receive shipments only after longer delivery times. The scarcity has deepened the difficulties COVID-19 created for the media sector.

For many printing plants, paper supply bottlenecks are becoming an increasingly critical issue. While production is currently affected only to a limited degree in most cases, the pandemic has already hit as much as 20% of the printing industry's capacity in certain individual situations. The situation is expected to deteriorate further, making matters even harder.

Dr. Paul Albert Deimel, CEO of Bvdm, noted that after the pandemic emerged, some companies had to abandon certain orders because they could not meet agreements with their customers.

Bvdm attributes the paper shortage mainly to growing global demand for pulp and recovered paper, combined with pandemic-driven deterioration in logistics.

Meanwhile, weaker demand for graphic paper has led to shutdowns of some graphic paper machines in Germany and Europe and reduced capacity, intensifying price competition in the paper market.

Bvdm is concerned that the shortage will speed up the shift from traditional printing toward digitalization. Since market conditions are unlikely to improve in the near term, the federation argues that stronger cooperation and in-depth communication among all parties are the only way to keep customers and rebuild confidence.
