Beijing Jinhui Printing Fined RMB 142,000 for Printing Workshop Emission Exceedance
On July 29, the Beijing Municipal Ecology and Environment Bureau published ten representative cases of ecological and environmental violations, covering air, water, and solid waste. In the first half of this year, for stationary sources alone, 2,361 cases were filed and investigated citywide, with penalties totaling RMB 44.866 million.
Zhao Zhiwei, commander-in-chief of the Municipal Comprehensive Law Enforcement Corps for Ecological and Environmental Protection, said that in the first half of this year the city's environmental enforcement targeted VOCs-related industrial enterprises, heavy-duty diesel vehicles, non-road mobile machinery and other priority areas. It launched 22 special air enforcement campaigns and further advanced the 'one microgram' initiative. In key VOC industries—oil refining and petrochemicals, chemicals, automobile manufacturing, industrial coating, furniture manufacturing, printing, synthetic resins, electronics, and gas stations and oil storage depots—inspectors examined more than 15,000 VOC pollution source visits, prompted correction of over 400 environmental issues, and filed penalties for 283 environmental violations. For heavy-duty diesel vehicle and non-road mobile machinery emissions, enforcement focused on Beijing entry points and key urban road locations; working with traffic management departments, authorities manually supervised and spot-tested 1,182,900 heavy-duty diesel vehicle-trips and referred 57,700 over-standard vehicle-trips to traffic management departments.
For stationary sources, 2,361 cases were filed and investigated in the first half of the year, with fines of RMB 44.866 million. Authorities handled 282 major cases in five categories: 268 seizure and impoundment cases, one production suspension or restriction case, eight referrals for administrative detention, and five referrals on suspicion of crime. For mobile sources, ecological and environmental departments citywide conducted door-to-door manual inspections, identifying 6,091 over-standard heavy-duty diesel vehicle-trips and imposing RMB 2.9702 million in fines; 963 non-road mobile machinery units were penalized with RMB 9.705 million in fines; and 13 testing stations were fined RMB 1.646 million.

Printing Firm Penalized After Waste Gas Exceedance
In April, the Municipal Ecology and Environment Bureau carried out enforcement monitoring at Beijing Jinhui Printing Co., Ltd. According to the test report, non-methane total hydrocarbons from the company's printing workshop exceeded the emission standard limit. The bureau ordered immediate correction of the violation and imposed a RMB 142,000 fine. Feng Jian, deputy chief of the Municipal Comprehensive Law Enforcement Corps for Ecological and Environmental Protection, noted that VOCs are important precursors of PM2.5 and ozone and a priority in the city's air pollution control. Enterprises and institutions should comply with the law, improve maintenance of purification facilities, and ensure normal operation and compliant pollutant discharge.
Scrap Station Receives RMB 1.25 Million Fine for Unlicensed Hazardous Waste Storage
In October 2020, acting on a report, the Yanqing District Ecology and Environment Bureau inspected a scrap station in Yanqing Town. It found that Li had collected and stored 704 waste lead-acid batteries—classified as hazardous waste—with a net weight of 12.86 tonnes, despite lacking a hazardous waste permit.
In January this year, the Yanqing District Ecology and Environment Bureau imposed a RMB 1.25 million fine on Li under the Law on the Prevention and Control of Environmental Pollution by Solid Waste, and transferred the case to the Yanqing Public Security Sub-bureau for Li's administrative detention. Feng Jian explained that the newly implemented solid waste law raised penalties for 'operating hazardous waste collection, storage, utilization and disposal without a license,' which led to the penalty above.
