Beihai Opens 2013 Printing Enterprise Annual Verification: License, Equipment and Green Printing Data in Scope

To all printing enterprises in the city:

To strengthen oversight of the printing sector, preserve the gains of the 2012 special supervisory campaign for printing, reproduction and distribution, further improve the 'four major access' framework in press and publication administration, and encourage printing operations to become more scaled, intensive and specialized, the Beihai Municipal Press and Publication Bureau has launched the 2013 annual verification of printing enterprises. The move follows Article 61 of the Administrative Licensing Law and the Guangxi Zhuang Autonomous Region Press and Publication Bureau's Notice on Conducting the 2013 Annual Verification of Printing Enterprises (Gui Xin Chu Fa [2013] No. 1). Key arrangements are set out below:

I. Guiding principles for the annual verification

The verification is to fully apply the spirit of the 18th National Congress of the Communist Party of China and the Scientific Outlook on Development. It is intended to track the printing industry's overall direction, support transformation of development models and industrial restructuring in the city, and reinforce printing's role as a main force in building a socialist cultural power. It will also assess implementation of the 12th Five-Year Plan for the printing industry, helping secure the plan's full completion. At the same time, administrative supervision will be tightened: enterprises with serious violations or that fail to meet qualification requirements will not be allowed to pass the verification, so as to keep the printing market stable and orderly.

II. Scope of the annual verification

Participants are printing enterprises, units and individuals holding a Printing Business License (referred to collectively as printing enterprises; photocopying and printing businesses are excluded). Printing enterprises newly approved for establishment in 2012 are also included.

III. Working procedures for the annual verification

(1) The 2013 annual verification of printing enterprises is organized and implemented by the Press and Publication Bureau of the autonomous region.

(2) Participating enterprises must conduct a self-inspection as required, prepare a self-inspection report, and complete the 2013 Annual Verification Form for Printing Enterprises.

(3) The Municipal Press and Publication Bureau reviews the self-inspection reports and verification forms of the enterprises under its jurisdiction and assesses whether each enterprise can pass the verification.

(4) The municipal press and publication administrative department must submit a summary report on annual verification in its area, the Contact Form for Key Printing Enterprises Above Designated Size (annual printing output value exceeding RMB 50 million), the Summary Form on Annual Verification, and the list of printing enterprises whose verification is deferred or denied.

IV. Materials to be submitted by enterprises under verification

(1) The 2013 Annual Verification Form for Printing Enterprises;

(2) The enterprise self-inspection report. It should cover: compliance with national and autonomous-region printing management laws and regulations; basic conditions for conducting printing business; printing operations and business performance; awards and penalties; use of domestically made equipment and introduction of new and used foreign equipment, and whether printing equipment listed as obsolete in the Catalogue for Guiding Industrial Structure Adjustment has been phased out; product quality, and ISO 9000, ISO 14000 and other certifications; implementation of enterprise resource planning (ERP) systems; implementation of green printing; corrective action for violations during the verification period; submission of statistical data and other matters requiring explanation; organization of and participation in training; listing status; mergers and acquisitions; formation of printing groups; the impact of domestic and international economic conditions on enterprise development; and suggestions for the press and publication administrative departments on printing management, etc.;

(3) The original Printing Business License (main copy and duplicate) and a copy of the Business License (duplicate);

(4) A copy of the Approval Certificate for Foreign-Invested Enterprise (only for foreign-invested printing enterprises);

(5) A copy of the Printing Regulations Training Certificate;

(6) Other relevant materials.
