Europe's regulatory framework for packaging and packaging waste is now at the threshold of enforcement.
According to BBC coverage, the regulation sets a recyclability floor for packaging: at least 70% by 2030, then rising to 80% in 2038.
Under pressure from that timeline, German companies and technology centers have started testing and retrofitting work focused on reducing or eliminating adhesives' negative effects across the recycling chain, with paper-based packaging among the most closely watched targets.
This shift is not solely driven by green messaging; it is also a response to practical constraints inside the recycling system.
Whether recovered paper and board can smoothly re-enter the loop often depends on details that seem minor but alter the structure: labels, sealing methods, coatings and residual adhesive can all make fiber sorting and reprocessing harder, and may even cause recycled paper batches to be rejected.
BBC, citing scientists at North Carolina State University, said the industry groups such problems under the term 'adhesive residue'.
Once adhesive residue damages equipment and lowers the quality of recovered material, the impact does not stay within one production stage; it can ripple into the stable supply of recycled fiber.
Data from the paper packaging sector highlights the contradiction: BBC noted that about 74% of the paper and paperboard consumed in Europe in 2024 was recycled.
A strong recycling rate does not mean recyclability is guaranteed in every scenario.
Some packaging structures that meet sealing and leak-prevention needs may still lose compatibility in actual recycling because of how adhesives and materials are combined.
European regulators aim to move recyclability from a concept into workable standards for materials and processes.
To tackle the challenge, alternatives are concentrated in three technology routes that run from laser to cold seal. Their common aim is to cut dependence on conventional adhesives and make packaging easier to plug into existing recycling systems.
