2026 Packaging Sector Watch: Regulation, Material Innovation & Compliance Pressure (as of Late August)
- Policies, regulations and mandatory standards: GB 45186-2024, Requirements for Limiting Excessive Express Packaging, took effect on July 1, 2026, introducing quantified limits on box fit, layer counts and tape use. Box fit is divided into three tiers by inner item size, with permitted box diagonal multiples of 2.5/2.0/1.5; non-fragile, fragile and fresh/temperature-sensitive items are capped at 2, 3 and 4 layers respectively; tape width must not exceed 45 mm, and tape length is tiered by box perimeter with an upper limit of 3–5 times. One month in, oversized boxes for small items and nesting-doll packaging have fallen noticeably, yet enforcement challenges remain, including the unclear definition of fragile items and consumers asking for extra packaging. Beijing also issued China’s first Guidelines for the Use of Green Packaging by Food Delivery Merchants (DB11/T 2510-2026), effective September 1, 2026, promoting a one-meal-one-strategy split between simple and sealed packaging while stressing reduction, recyclability and reuse. The Ministry of Industry and Information Technology (MIIT), together with multiple departments, released the Guidelines for Green Design of Industrial Products (2026 Edition), embedding green design into the 15th Five-Year Plan and the Ecological Environment Code and setting harmlessness, material saving, space saving, easy recycling and reusability as five must-answer dimensions for the industry.
- Market trends and technology: On materials, penetration of bamboo-to-plastic substitution, mono-material flexible packaging such as all-PE systems and food-grade recycled PP continues to rise; bio-based materials including PLA and starch-based options have become cheaper and are already used at scale in takeaway food containers. The EU PPWR regulation, fully in force on August 12, 2026, is pushing exporters to reformulate and tightly control PFAS and heavy metal content. On efficiency, express delivery companies are accelerating smart packing rollouts—ZTO covers 300+ warehouses and can automatically recommend suitable packaging materials. In takeaway packaging, the Koukouan super leak-proof paper bowl addresses leakage complaints with 24-hour upright performance and 3-second packing while reducing merchants’ operational losses. On consumer and design trends, premium small-format packaging, tactile object-like qualities and AI-assisted design with a human touch have become 2026 food packaging trends; consumers are moving from passive acceptance to active participation through green points and simple-packaging discounts, though balancing cost and experience remains a merchant concern.
- Challenges and outlook: Insufficient detail in fragile-item standards, high green material costs and an incomplete circular recycling system continue to constrain scale-up. With European and American regulations landing in quick succession, export-oriented packaging companies face a transition with no buffer period.
